Overall I feel like my recommendation is "used/refurb Intel". The M1 transition seems to be going more smoothly than expected, but I'm still pretty glad my usual "new machine every 5y" schedule sees me getting one in 2022, when I can expect to see the second M1 release of OSX and Illustrator, as well as the second revision of the M1 Air. I went through the Classic>OSX transition and the PPC>Intel transition, and I really don't recommend being an early adopter here if you wanna get work done. If you buy a new machine it will be the first generation running on the M1 CPU, with the first version of the OS for the new CPU, and the first version of Adobe's tools compiled for the new CPU. Right now there is the problem that Apple's in the middle of an architecture transition. I just had to replace its battery for the third time. If you are in the market for a used machine, don't get one of these - there is a design flaw where they eat their batteries every 10-20 months. My current machine is a 2017 Macbook Pro I got it because there was a long gap in Air updates. I always get a custom build with the best specs possible, then keep it for about five years.
They are not supported in any way for use on macOS Catalina. I have done entire graphic novels in Illustrator on Airs. No, legacy/perpetual versions of Illustrator were not designed or tested to work on macOS 10.15 (Catalina).
